NATIONAL S&T HUMAN RESOURCE DEVELOPMENT  

Human Resource Development is of paramount importance in the national building process and creating a knowledge society. CSIR, through its Human Resource Development Group (HRDG) located at CSIR Complex, Pusa in New Delhi, has been rendering yeoman service by fostering, sustaining and helping in upgradation of the stock of highly specialized scientists, engineers and  technologists in diverse disciplines of S&T, in the country. It awards fellowships, gives grants, and recognizes excellence through various prizes and awards.

MANDATE

MAJOR CONTRIBUTIONS

The pivotal role played by HRDG towards creating, maintaining and replenishing the pool of trained human resource has helped generate a large pool of S&T manpower in the country. It is this pool that the research institutions, academia and industry tap to meet their need of trained S&T manpower, CSIR role in producing this pool of bench level workers in science distinguishes it from other funding agencies.

A Fellowship from CSIR is considered to be a matter of pride for its recipient. The National Eligibility Test (NET) for Junior Research Fellowship (JRF) has made a mark in India and is recognized for its quality selections. Since 1983, when this national level eligibility test was introduced, the cumulative total of JRFs awarded till 2003 is about 26374. The cumulative total of Senior Research Fellowships (SRFs) awarded (1950-2003) is 45,808. Similarly, the cumulative total of Research Associateships (RAs) (1950-2003) is 9181 and of Senior Research Associateship (SRAs) (1958-2003) is 20,218. The average number of JRF, SRF, RA and SRA awarded during the last four years (2000 to 2003), had been 1886,490, 145 and 106 respectively.

The Shyama Prasad Mukherjee Fellowship (SPMF) scheme has been introduced recently to identify and nurture budding scientific talent.

The Shanti Swarup Bhatnagar Prize for Science & Technology, named after the founder Director of CSIR, is the most coveted award in science & technology in the country. Since its institution in 1957, 388 SSB Prizes have been presented till 2003 and the list of its recipients reads like the Who’s Who in the Indian S&T enterprise.

Till recently, CSIR schemes had mostly catered to post-graduate and PhD students only. CSIR now enlarged upon the science support base by initiating new schemes for young, talented children from the age group of 16 years and above.

The aim of the CSIR Programme on Youth for Leadership in Science (CPYLS) Scheme is to attract the best young school students towards science through a unique ‘hand holding’ experience. It aims at encouraging youth to discover science as an exciting, rewarding and fulfilling career. About 4200 students have benefited from this unique experience in the years spanning 1999-2004.

Other schemes launched by CSIR in the recent past include: Diamond Jubilee Research Interns Award Scheme, and Entrepreneurship Support to Research Scholars. The Diamond Jubilee Research Interns Award Scheme is a preparatory scheme for young interns to imbibe the spirit of enquiry and to learn the tools and techniques of research. The Entrepreneurship Support to Research Scholars scheme has been introduced as a pilot study to inculcate the spirit of technological entrepreneurship in CSIR research scholars to enable them to learn how to take knowledge base innovation through to a commercial outcome.

Thus, CSIR, which continuously strives to expand the base of a world class S&T manpower in the country, today has various schemes to tap the talent of people belonging to as wide as 16-65 years of age group.

     While HRDG is the main constituent of CSIR for implementing its various HRD schemes, the CSIR labs also contribute to some extent in this endeavour by organizing training programmes, workshops, etc., and some even hold regular programmes in their areas of expertise, e.g. the Central Food Technological Research Institute, Mysore, conducts a regular course in Food Science and Technology; National Institute of Science Communication and Information Resources, New Delhi, in Associateship in Information Science; Central Scientific Instruments Organization, Chandigarh, (through Indo-Swiss Centre), courses on Maintenance and Repair of Scientific Instruments. Many researchers carry out research for their Ph.D., etc., in CSIR labs under the guidance of CSIR scientists.

Human Resource Development Centre (HRDC) at Ghaziabad

CSIR attaches utmost importance to its in-house human resource management as well. A recent step in this direction has been the establishment of the Human Resource Development Centre (HRDC) at Ghaziabad, the aim of which is to promote a professional human resource management in CSIR by evolving a holistic human resource development plan for CSIR.  The Centre offers regular structured and customized training programmes to upgrade functional and personal skills in the management of R&D and support functions.
