(11.3)         Junior/Senior Research Fellowships

(11.3.1) Sub: Revised emoluments and other conditions of service for Research Staff in R&D Programme of the Central Govt.  Agencies/ CSIR.

On the basis of guidelines circulated by the DST vide their O.M.No. 12(1)/76-GRS dated 26th May, 1988 and in consultation with Financial Adviser, CSIR, DGSIR has been pleased to approve of the following rates of the stipends and other service benefits for JRF/SRF/RAs with effect from 1-4-87 :

I.       CSIR Junior Research Fellows (JRF)/Senior Research Fellows (SRF) :
    1.       JRF's selected through CSIR examination

The selection of the JRF will be through the national test conducted by the CSIR.  On completion of 1 years as JRF, his performance will be assessed by an Expert Committee as provided in the Terms and Conditions of the CSIR fellowships, if it is found to be satisfactory, he will be re-designated as Senior Research Fellow from the beginning of the 3rd Year with a higher stipend of Rs.2100/-per month.

 (b) CSIR Lateral Senior Research Fellowship:

             Scientific disciplines other than Medical and Engineering fields

             MBBS with or year's internship.                   OR

Selection will be made through the existing procedure of assessment of published/project work by discipline-wise high level Expert Committees.

The tenure of SRF in Scientific Disciplines will initially be 2 years extendable by one year on assessment by the concerned institution and satisfactory performance.

The tenure of SRF in medical/engineering will initially be 2 years extendable by one year on assessment by a Committee as provided in the Terms and Conditions of the CSIR Fellowships.  Extension for one more year will be permissible after the 3 years tenure, if needed, again on assessment.

II.         Junior/Senior Research Fellows recruited for Research Projects in Universities etc. and in CSIR Laboratory Director's quota (Not recruited through CSIR's procedure outlined in para 1 &2) :

The stipend of JRF will be Rs. 1500/- per month for first and second years.  This will be increased to Rs. 1750/-per month on assessment by a committee as provided in the terms and conditions of CSIR Fellowship for third and successive year (the total not to exceed 5 years or the tenure of the project as the case may be).  The selection procedure will be rigorous and based on an all India advertisement so as to select bright candidates (detailed procedure will be circulated later).

The stipend of lateral SRF selected on the basis of evaluation of published work will be Rs. 1750/- per month for two years, extendable for another year on assessment by the concerned institution.

In the case of Engineering/Medical field the tenure of lateral SRF's is further extendable by one year, if necessary, on further assessment.  Their stipend will be Rs. 2100/-per month.  The selection procedure will be communicated in due course.

The JRF/SRF in research schemes/Directors quota of CSIR laboratories, on selection through the existing national selection mechanism will be allowed higher stipends viz., Rs. 1800/-, Rs.2100/- respectively with effect from the date of selection.

In case of M.Sc.'s/Engineering graduates with B.Tech. or equivalent degree who qualify with GATE, and are engaged in work under CSIR schemes/Director's quota the stipend will be Rs. 1800/- for a period of two years, which may be raised to Rs.2100/- per month thereafter on assessment.

Some reputed institutions/labs. of higher learning and research in India have evolved/are evolving elaborated selection procedures for selecting research fellows.  CSIR will set up a high level mechanism for deciding which of these can be deemed to be equivalent to the 'National Test'

III Research Associates

 The emoluments of the Research Associates appointed in future will be under the following four slabs :

(i)     Rs.2200-100-2700

(ii)     Rs.2700-100-3200

(iii)    Rs.3200-100-3700

 (iv)   Rs.3700-125-4325

The selection would be through interviews by high level discipline wise Selection Committees.

For present incumbents, emoluments in the revised slab will be fixed after adding increments equivalent to completed year put in by the Research Associates, in the revised slabs.  Their placement will be as under:

As at present, HRA and Medical benefits may be allowed to all categories viz.  JRF/SRF, Research Associates as per rules as applicable to their academic staff, of the Institutions, where they are working.  For this purpose, the fellowship amounts, for JRF/SRF and Research Associates will be taken as Basic pay.

General

All other provisions applicable to research fellows/ associates/research grants, remain the same as per existing Terms and Conditions approved by the CSIR

All the grantee institutions of CSIR are requested to submit their arrear claims together with the statements in triplicate (on the prescribed bill forms) for the period 1-4-1987 to 29-2-88 and a separate claim for grants required for 1988-89 immediately.

JRF/SRF Scientific disciplines other than medical and engineering.The selection of the  JRF will be through the national test conducted by the CSIR and UGC jointly.

The local institutions should review as per procedure approved by CSIR whether JRF should continue for the 3rd year.  Similarly, at the end of 3rd year local institutions should review whether extension for another year should be given.  Promotion to the position of SRF would hence forth be only through the procedure outlined below for selection of CSIR lateral SRF.  Normally, the total tenure as JRF & SRF will not exceed 5 years.

2.       Lateral Senior Research Fellowship:

The tenure of SRF in scientific disciplines will initially be 2 years.  This can be extended by the Director of the relevant National Laboratory/Vice-Chancellor of the University etc. by one year, on the basis of assessment of work done, by a three member committee of experts of the level of Professor/Head of Department out of which one member should be from outside the Institution, This extension is not available if the candidate has already received a Ph.D. degree.

The tenure of SRF in Medical/Engineering subjects will initially be 2 years.  This can be extended by the Director of the relevant National Laboratory/Vice-Chancellor of the University etc. on the basis of work done, by a three member committee of experts of the level of Professor/Head of the Deptt. out of which one member should be from outside the institution.  Extension for one more year will also be permissible after 3 years tenure, if needed, again through the above assessment procedure.

3.       The stipend of all existing JRF/SRF (irrespective of whether appointed through National test or otherwise) will be Rs. 1800/Rs.2100 per month respectively as provided in para 1.

4.    In future, appointments of JRF/SRF in research schemes/Directors quota will be on the basis of qualifying in the National test conducted jointly by CSIR and UGC.  Other selection mechanisms deemed to be equivalent to the national test are under examination and separate communication will follow in that regard.

5.    Research Associates

The emoluments of the Research Associates appointed in future Will be under the following four slabs

 (i)           Rs.2200-100-2700

(ii)           Rs.2700-100-3200

(iii)          Rs.3200-100-3700

(iv)        Rs.3700-125-4325

 The selection would be through interviews by high level discipline wise Selection Committees.

 For present incumbents, emoluments in the revised slabs will be fixed after adding increments equivalent to completed year put in by the Research Associates, in the pre-revised category.  This will not however, entitle research associates to a higher slab for placement.  Their placement will be as under:-

Associate-ship will be tenable initially for a period of three years extendable for another term in the same slab for a period not exceeding two years.  The progress would be assessed after 3 years by high level discipline wise Selection Committees for further continuation beyond 3 years on the basis of self assessment.  For the existing Research Associates, existing terms and conditions will apply.

House Rent Allowance And Medical Benefits:

On the basis of the guidelines circulated by Government of India, Department of Science & Technology vide their O.M.No.12(1)/76-GRS dated 2nd June 1994 and in consultation with the Financial Adviser, CSIR, DGSIR has been pleased to approve of the following rates of the stipend and other benefits for JRF/SRF/RAs with effect from 1-4-94.

On completion of two (2) years as JRF his/her performance will be assessed by an Expert Committee as provided in the terms & Conditions of the CSIR fellowships and if found to be satisfactory, he/she will be re-designated as a Senior Research Fellow from the beginning of the 3rd year with a higher stipend of Rs.28001- per month.

CSIR Lateral Entry As Senior Research Fellows:

Selection will be made through the existing procedure of assessment of published/project work by discipline-wise high level Expert Committees appointed by DG-CSIR.

The tenure of SRF in Scientific Disciplines will initially be 2 years, extendable by one year on assessment by the concerned Institute and satisfactory performance of the fellow.

The tenure of SRF in Medical/Engineering discipline will initially by 2 years extendable by one year on assessment by a Committee appointed by DGSIR, as provided in the Terms & Conditions of the CSIR Fellowships.  Extension for one more year will also be permissible after the three year tenure, if necessary on assessment.

Research Associates

The emoluments of the Research Associates appointed in future will be under the following four slabs.

(i)         Rs.2800-100-3300

(ii)        Rs.3300-100-3800

(iii)       Rs.3750-125-4375

(iv)       Rs.4325-125-4700-150-5000

The selection would be through interview by high level discipline wise Selection committees.  Their placement will be as under:

(11.3.4) Sub: Revised emoluments and other conditions of junior Research Fellows in Engineering subjects.

In continuation of this Office Memo. of even number dated 28th June, 1994 and in accordance with the guidelines circulated by Govt. of India, Deptt. of S&T, vide O.M. No. 12(1)76-GRS dated 22nd June, 1994 the stipend in respect of JRF (Engineering) who qualify National Eligibility Test (NET) conducted by CSIR/UGC and on up-gradation as SRF will be as under :-
