Powers and duties of officers and employees

FUNCTIONS AND POWERS OF THE DIRECTOR-GENERAL

Subject to any order that may be passed by the Government of India the Director-General, as the Principal Executive Officers of the Society, shall be responsible for the proper administration of the affairs of the Society under the direction and guidance of the Society, President and Vice-President.

The Director-General shall in all matters under his charge, have powers delegated to him by the Governing Body. He shall exercise these powers under the direction, superintendence and control of the Society, President and Vice-President and subject to these rules and bye-laws. He shall prescribe the duties of all officers and staff of the Society and shall exercise such supervision and disciplinary control as may be necessary. It shall be his duty to coordinate and exercise general supervision over all Scientific & Industrial Research and other activities of the Society. He may also periodically review performance of National Laboratories in consultation with Chairman of Research Council concerned and Performance Appraisal Board.

RESPONSIBILITIES OF DIRECTOR OF A NATIONAL LABORATORY

  • Realizing the mission of the National Laboratory.
  • Creating an environment in the National Laboratory conducive to nurturing of innovation and high class R&D and the other S&T activities of the laboratory.
  • Managing the affairs of the National Laboratory as per the decisions of the Management Council.
  • Director shall in all matters have powers delegated to him by the Governing Body.

DUTIES OF JOINT SECRETARY (ADMINISTRATION), CSIR

Joint Secretary (Administration), CSIR is in-charge of Administration and exercises all administrative powers as Head of the Administration , CSIR delegated by the Competent Authority by a general or special order and the statutory powers as per the CCS (Conduct) Rules, 1964; CCS (CCA) Rules, 1965 and CCS (Pension) Rules, 1972. Joint Secretary (Administration), CSIR is entrusted with necessary measure of independence in functioning and responsibility in respect of all the matters of administration and CSIR personnel policies. Joint Secretary (Administration), CSIR is responsible for all functions of Administration, executing all powers of the Head of the Department. The duties include looking after day to day functions of the Council and to advice Hon’ble Minister and Secretary on the matters relating to administration and policy matters as desired by them.

The Joint Secretary (Administration), CSIR also exercises all financial powers delegated to Head of Administration as per GFR – 2005 and as delegated by Competent Authority by a general or special order.

Such other functions as assigned by Competent Authority from time to time.

DUTIES OF FINANCIAL ADIVISER , CSIR

Financial Adviser, CSIR renders financial advice to the Director General including preparation of budget of the Society, Maintenance of Accounts and Internal Audit.
