Mandate & Activities of CPD

Central Planning Directorate is the nerve centre of CSIR Hqrs. which is mandated to facilitate the overall CSIR Budgeting & Planning activities for CSIR with inputs from various divisions, directorates, CSIR laboratories/ units and other stakeholders. The Directorate also has a responsibility to act as a bridge between CSIR and the Finance Ministry, Parliament and other key establishments of the Government of India. The specific activities assigned to the Directorate are as follows:

  1. Overall budgeting and planning for CSIR with inputs from other divisions, directorates, CSIR laboratories/ units and other stakeholders;
  2. Preparation of background papers for allocation of financial resources in consultation with Heads of other Directorates and Financial Advisor, CSIR and release of funds with the approval of the Director General, CSIR;
  3. Preparation of required background papers for Demands for Grants and notes for Parliament Standing Committee;
  4. Interaction with the Finance Ministry, Central and State Ministries, Government Departments, NITI AYOG, Parliament and other key establishments of the Government of India as and when required;
  5. Financial resource management for CSIR supported projects;
  6. Parliament Questions and Assurances;
  7. Research Councils (RCs) for CSIR laboratories/institutes;
  8. Performance Appraisal Boards (PABs) for CSIR laboratories/institutes;
  9. Coordination of Projects of CSIR Units;
  10. Nodal Directorate for CSIR Special Project Scheme (CSPS-2024);
  11. Policy matters and related Audit matters pertaining to the above activities;
  12. Preparation of CSIR inputs for Draft Cabinet Notes /EFCs /SFCs /Policy Papers of other Ministries/ Departments;
  13. Key Performance Indicators (KPIs) for PMO DARPAN Portal for (i) In-house Projects; and (ii) Externally Funded Projects; and
  14. Any other activity as assigned by DG, CSIR from time to time.
