ISTAD plays a key role to foster and expand CSIR’s international partnerships by initiating new cooperation tools with leading international agencies across the globe, managing / supporting collaborative projects, joint / international workshops and conferences, training programs and facilitating networking through scientific visits of CSIR delegations / scientists abroad and of foreign delegations / researchers to CSIR and its research institutes. TMD

Technology Management Directorate (TMD) facilitates CSIR connect with Line Ministries, State Governments and other organizations on one hand and with industry on the other for providing high quality technology-based products/ solutions/ services as well as competitive advantage to citizens of the country.

The Directorate helps CSIR Laboratories in developing domain specific technology strategy and associated outcomes to achieve targets including technology assessments/ commercialization and to position CSIR in technology Space. The Directorate works closely with DG, CSIR, Directors of CSIR Laboratories and other Directorates.

The Directorate is responsible for:

  • Facilitating development of thematic roadmap and strategy for CSIR in key industrial sectors;
  • Interface and help establish organic linkages between CSIR laboratories and stakeholders including industries / Central/State Ministries / Agencies, etc for technology development and their customised deployment as per needs/requirements;
  • Strategize, create and monitor CSIR’s short and long term technology roadmaps so as to align with roadmaps of key industrial sectors in line with AtmaNirbhar goals.
  • Corporate Social Responsibility (CSR) fund tapping measures
  • Take new IT enabled modern and contemporary program management initiatives and develop policies for industry connect.

It examines the litigation related proposals/ recommendations received from various Labs., examines them Viz-a-Viz the standing rules/instructions on the subject matter and obtains approval of the Competent Authority for appropriate action. The approval of Competent Authority is then conveyed to the respective Lab/Instt. along with the approval of engagement of Advocate. The day to day progress of the matter is monitored by the respective Lab/Instt. in Consultation with Legal Division as and when required. The Legal Division also delineate the policy to deal with litigation matters, mitigation of litigation and other related matters. · To give other advise /inputs involving legal repercussions from time to time to the Labs./Institutes in the case being contested/ filed in Court; · Conference with Advocates and to give necessary inputs to them;

SCDD (Science Communication and Dissemination Directorate)

SCDD (erstwhile Science Communication and Dissemination Directorate) has been created for Science Communication and Dissemination. Tasks assigned to SCDD vide this office OM no. 6-1(45)/2016-EIII dated 8th May 2020 and 20th July 2020 are Science Communication, Public Engagement, Annual Report and Monthly report Details of work:

  1. Briefing to Media (electronic/print) regarding Scientific products developed by CSIR and its Labs/Instt
  2. To conduct Conferences, Webinar and Seminars
  3. To participate in many Scientific Exhibitions at State, National & International Level

TMD

As part to reorganize the Science, Technology and Innovation (STI) Management Structure at CSIR Hqrs., for enabling accelerated delivery and deployment of STI proceeds, Technology Management Directorate (TMD) was carved out in May 2020 comprising two divisions, Socio-economic Ministry Interface (TMD-SeMI) and Industry Interface (TMD-ii). Later, with effect from March 2022, both the divisions have been merged together as Technology Management Directorate (TMD)

IPU (Innovation Protection Unit) 14, Satsang Vihar Marg, Block A, Qutab Institutional Area, New Delhi, Delhi 110016

IPU-CSIR is an in-house unit of CSIR, under CSIR-Headquarters which is responsible for securing IPRs in respect of the R&D outcomes from all the Laboratories/ Institutes of CSIR as well as from EMR grants of CSIR. The in-house Patent Cell/Unit was upgraded into Intellectual Property Management Division (IPMD) in 1995, now renamed as Innovation Protection Unit (IPU), to meet the post-WTO challenges in IP generation, protection and capacity building. Hence, with the coming into force of WTO, this Unit took up the professional management of Intellectual Property (IP) as a valuable resource. IPU has made massive efforts in the capacity building on diverse aspects of Intellectual Property Rights (IPR), Innovation and Technology Management. The main responsibilities of the Unit are confined to obtaining patent protection for the inventions developed in the constituent laboratories of CSIR. The process involved in the management of IP includes capturing, filing, prosecution and maintenance of patent applications and other form of IPs such as design, trademark, copyright etc. IPU-CSIR is also involved in the opposition and infringement of CSIR patents/ patent applications as well as in technology valuation and valorisation aspects. The overall objectives of the unit are hence to:

  • Secure and maintain Intellectual Property Rights (IPR) for CSIR’s R&D outputs.
  • Valuation & valorization of patents & IP Portfolio
  • Police (surveillance) CSIR IP for infringement and enforcement of IPR.
  • Develop Human Resource in the field of IPR.
  • Create national facility/outreach centre for providing IP related services to R & D Organizations and universities across India.
