CSIR has been pioneer in introducing progressive career advancement policies and schemes for its staff. In accordance with this perspective, CSIR introduced “CSIR Scientists Recruitment & Assessment Promotion Rules, 2001” for Group IV scientists generally following the pattern of DRDO, as approved by the CSIR Governing Body in October, 2001.
Recruitment & Assessment Board (RAB) established in mid 2002 with the appointment of its Chairman & establishment of RAB office, commenced its activities in January, 2003. A full fledged Board with adequate functions and powers has been setup to overcome the operational and procedural difficulties in recruitment and assessment process and with a view to have a well-defined structure of the CSIR Recruitment and Assessment Board with specified powers and functions.
Board Constitution :
- Chairman-RAB: Appointed by the President, CSIR
- An Eminent Scientist : Member; a sitting member of the CSIR GB
- One Co-chairperson : Member; from the Panel of Co-chairpersons approved by VP CSIR
- Senior Director of a CSIR Lab/Instt : Member
- Chairman, RAC (DRDO) / Chairman, ASRB : Member
- Head-RAB : Member Convenor
Powers and Functions of the Board :
The Board may from time to time review and devise its own procedure for recruitment and assessment under the overall framework of CSIR Scientists Recruitment & Assessment Promotion Rules, 2001.
The Board may recommend modifications in the Recruitment & Assessment Promotion Rules for further consideration and approval by the Governing Body.
The Board may constitute Assessment Committees from time to time and may suggest ways and means to overcome operational difficulties.
Regarding the prevailing recruitment process, operational through RAB, any modification in the process may be suggested by the Board and implemented with the approval of Governing Body.
