  • The main activity of IFD is to provide concurrence/comments to proposal involving financial implication and / or policy decision.

Functioning: IFD provide concurrence on following proposals

  • Foreign deputation proposals of officers of level Chief Scientists and Director.
  • Pre-matured condemnation of vehicles
  • Pay fixation of Directors of CSIR Labs/Instts
  • R&D Projects/Mission Mode Project proposals
  • Works proposal for PE and RE as per delegation of power
  • Vetting of GB Agenda
  • Air Relaxation Proposals
  • Clarification on service/other matters
Cash Section

Cash Section is primarily responsible for preparation of Bills relating to personal claims under various budget heads. These bills are processed for forwarding to Audit Section for making payments thereof. Functioning :-

  • Processing of Salary Bills and other personal claims.
  • Calculation, recovery and deposition of the Income Tax. Issuance of Form 16 to the employees, remittances of other recoveries to various organizations.
  • Service verification of CSIR employees at regular intervals.

Supervision Level :- Most of the above tasks are supervised in the Section by SO/FAO. However, a few cases where reference at higher level is needed are looked after by DyFA/ Sr.DyFA/ JS& FA.

Internal AuditThe Internal Audit Section of CSIR Hqrs. is responsible for conducting the Internal Audit of all the CSIR Laboratories/Institutes and its various centres at regular intervals. Functioning · Internal Audit wing of CSIR acts with a view to finding out irregularities, if any, in the functioning and observance of Rules and Regulations by the Labs. After proper examination and analysis of the issues, the Labs are advised to take the required remedial action. · The Internal Audit teams conduct the audit of a Lab within a limited period of two to three weeks depending upon the volume of work involved. Concerned team after conducting audit prepares the Draft Audit report and submits it to the Financial Adviser. After approval of the FA, the Internal Audit Report is sent to the Director of the concerned Lab for replies. On receipt of the replies from the Lab, this section again prepares the comments of CSIR in a tabulated form. The tabulated form consists of Audit para of

Whereas the processing of planning works for infrastructure Development works of CSIR laboratories; the proposals received (duly recommended by Director , Management Council, Research Council etc. as per delegation of powers approved by Competent Authority) are dealt by the Engineering Apex Committee (constituted for the purpose of giving suitable recommendations for seeking necessary approvals of all such proposals from Competent Authority). Chief Engineer/ ESD facilitate technical vetting of proposals for obtaining ‘In-principle’ approval, Administrative Approval and Expenditure Sanction from Competent Authority as per requirements.

Stores & Purchase Division

When an indent is received in S&P Division, it is ascertained that whether the Indented item is available on GeM or not. If it is available, the procurement is processed through GeM either by Direct Procurement (For Value up to Rs. 25, 000/-) or by comparison between three different OEMs (For items costing upto Rs. 5 Lakhs) or through bidding (for item costing beyond Rs. 5 Lakhs). If the indented item is not available on GeM Portal, the Indent is put up to PC/T&PC for mode of procurement. After this, tenders are invited either through GeM BoQ Bidding or Central Public Procurement Portal (CPP) on STE/LTE/OTE/GTE basis. After receipt of bids, these are put up to I/O or TSC for evaluation. The reasons of rejection are also informed to the concerned bidders. Then the price bids of technically qualified bidders are opened on the recommendation of the PC/T&PC. Then the price comparison chart is prepared by the purchase section. Then the proposal is considered and recommended by the PC/T&PC. Final decision and sanction of expenditure in made by JSA, CSIR.

In CSIR Hqrs. maximum purchases are made through Government e-Market Portal (GeM) and Central Public Procurement Portal (CPP).
