The Minister concerned is the authority to approve proposals in case the expected expenditure is less than 40 lakhs. In case the expenditure exceeds Rs.40.0 lakh (Government Funds) the proposals require approval of the Department of Expenditure and such proposals need to be submitted to Ministry of Finance at least one month before the date the event and before the invitations are issued.

(a)CSIR institute is not the principal organizer(b) the total funds are not operated from the bank account of the CSIR institute.

No. ISTAD can move the proposal for necessary clearances only if (a) CSIR Institute is the principal organizer and (b) total funds are operated from the existing bank account of the institute.

All research projects, involving foreign collaboration in any form, require security / sensitivity clearance before their implementation

The Secretary of the administrative ministry of the concerned agency is the competent authority. In case of CSIR, the Secretary DSIR accords security sensitivity clearance to the research projects involving foreign partners/collaborators

Following information / documents are required:

1. Copy of the proposal submitted to the funding agency
2. Filled in Proforma for the Check List and Project Summary
3. Certificate of the Director of the concerned CSIR Institute
4. Recommendation / in principle approval of the sponsoring agency
5. Call for proposals against which the proposal was submitted
6. Actual Tangible results expected from the project and likely contributions with defined technological outputs
7. Measures in place to manage the IPR related issues
8. Copy of clearances from the applicable authority for sharing of sensitive data / information, material etc.

सीएसआईआर/प्रयोगशालाओं में विदेशी नागरिकों के सभी दौरों के लिए संबंधित भारत सरकार के मंत्रालयों/विभागों (विदेश मंत्रालय/गृह मंत्रालय, जैसा लागू हो) से पूर्व अनुमति लेना आवश्यक है।

विदेशी नागरिकों द्वारा सीएसआईआर प्रयोगशालाओं/संस्थानों में (क) सीएसआईआर/प्रयोगशालाओं/भारत सरकार के द्विपक्षीय/बहुपक्षीय/अंतर-संस्थागत सहयोग समझौतों के अंतर्गत विभिन्न गतिविधियों के लिए और (ख) सीएसआईआर/प्रयोगशालाओं द्वारा आयोजित अंतर्राष्ट्रीय सम्मेलनों में भाग लेने के लिए किए जाने वाले दौरे को सीएसआईआर के महानिदेशक द्वारा अनुमोदित किया जाएगा। आमंत्रित करने वाली सीएसआईआर प्रयोगशाला/संस्थान के निदेशक द्वारा विधिवत अनुमोदित और प्रयोगशाला/संस्थान के आईएसटीएजी द्वारा अग्रेषित दौरे के प्रस्ताव सीएसआईआर-आईएसटीएडी को कम से कम 1-2 महीने पहले भेजे जाने चाहिए।

सीएसआईआर प्रयोगशालाओं/संस्थानों में विदेशी नागरिकों के दौरे, जो सीएसआईआर/प्रयोगशालाओं/भारत सरकार के किसी द्विपक्षीय/बहुपक्षीय/अंतर-संस्थागत कार्यक्रम के अंतर्गत नहीं आते हैं, और अंतर्राष्ट्रीय सम्मेलनों में भागीदारी के लिए, सीएसआईआर के महानिदेशक से अनुमोदन प्राप्त करना आवश्यक है। ऐसे दौरे अल्पावधि (15 दिनों तक) के हो सकते हैं, जिनका उद्देश्य सहयोग की संभावनाओं का पता लगाना/चर्चा करना, विशेषज्ञ के रूप में व्याख्यान/वार्ता देना, अनुसंधान यात्राओं में भाग लेना (एक देश से अधिकतम 2) हो सकता है, और लंबी अवधि के हो सकते हैं, जिनका उद्देश्य किसी बाहरी एजेंसी के प्रायोजन के तहत या उनकी व्यक्तिगत क्षमता में अनुसंधान अध्ययन/प्रशिक्षण/फेलोशिप/इंटर्नशिप आदि हो सकता है। प्रयोगशालाओं के लिए भारत सरकार के मंत्रालयों/विभागों (विदेश मंत्रालय/गृह मंत्रालय, जैसा लागू हो) से पूर्व अनुमति प्राप्त करना अनिवार्य है।
