Roles & Functions of HR-II Section/Lab Administration Section of CSIR HQ.

  1. Correspondence with Intelligence Bureau for Clearance in respect of newly Appointed Scientists.
  2. Dealing with all types of references / clarifications / approvals emanating from CSIR (Residence) Allotment Rules.
  3. Processing all matters of delayed requests for Compassionate Appointment where approval of DG, CSIR is required. Resignation/Voluntary Retirement/Compulsory Retirement in respect of Chief Scientists and above.
  4. Specific Cases of Lien/Deputation/forwarding of application outside the organization.
  5. Processing of requests for recruitment in lateral Entry in Group III for approval of Competent Authority
  6. Specific Cases of Medical/Financial Assistance from welfare fund for in-service employees.
  7. Processing of request for considering delayed applications/prior approval for Compassionate Appointment.
  8. Incentive for Higher Education for Non-Technical Staff.
  9. Inter-Lab transfer request of S&T Staff.
  10. Compilations and forwarding of ESM and Probity Data.
  11. Providing clarification on references received from Legal Section.
  12. Clarification on existing polices in respect of the following:
    1. Allowances- HRA/TA etc.
    2. Honorarium / Fees
    3. Pay fixation/Counting of Past Service
    4. NPS/OPS
    5. Reservation Matters of SC/ST/Minorities/OBC/PWs.
    6. LTC/Leave rules
    7. Issues related with Isolated Categories
    8. Casual Workers/QHFs/Ad-Hoc Appointments/PA
    9. Compassionate Appointment
    10. CPF/GPF
  13. Newly Added Responsibilities
    1. Data Compilation for Mission Mode Recruitment
    2. Processing of the requests for engagement of retired CSIR employees as consultant’s cases
    3. FR 56 J- Representation Committee
    4. FR 56 J- Review Committee in Specific cases
